Limits on Giving and Spending Violate the First Amendment

Joel M. Gora, a professor of law at Brooklyn Law School, is a co-author of "Better Parties, Better Government: A Realistic Program for Campaign Finance Reform." As an A.C.L.U. attorney, he argued before the Supreme Court in the landmark 1976 case of Buckley v. Valeo, challenging the constitutionality of the Federal Election Campaign Act.
